Provided that they are either in their final year of secondary education or have already graduated from high school, applications from the following candidates shall be accepted:

a) Foreign nationals who have not received their secondary education in Türkiye and have not graduated from a secondary education institution in Türkiye, excluding those studying at embassy schools, international private educational institutions registered in the MOBİS system, and foreign nationals brought to Türkiye under projects conducted by the Ministry of National Education;

b) Candidates who can document that they renounced Turkish citizenship with official permission or hold a Blue Card, provided that they have not received their secondary education in Türkiye or the Turkish Republic of Northern Cyprus (TRNC), and have not graduated from secondary education institutions in these countries;

c) Candidates who were originally foreign nationals and subsequently acquired Turkish citizenship, thereby becoming dual nationals, provided that they have not received their secondary education in Türkiye or the TRNC, and have not graduated from secondary education institutions in these countries;

d) Turkish citizens who completed their entire secondary education in a foreign country other than the TRNC, including graduates of Turkish schools established abroad under the Ministry of National Education;

e) Citizens of the TRNC who reside in the TRNC, have completed their secondary education in schools that do not implement the Turkish curriculum (including schools in Türkiye), and possess GCE A-Level examination results;

f) Citizens of the TRNC who studied in high schools or colleges in other countries between 2005 and 2010 and who possess, or will possess, GCE A-Level examination results;

g) Citizens of the TRNC who have completed their entire secondary education in a foreign country and possess a valid TR-YÖS score and/or diploma grade.
